They have converted a corner shop with glass windows either side into an office. There remit was two fold. They wanted the cameras to act as a deterrent to passers by, as vandalism is a potential issue. They also wanted to be able to log in to the camera when they were not in the office, in order to make sure they can view their premise day or night.
